Otatara: Plan Change 9

Council is processing a Plan Change for the Otatara Sub-Area, and the opportunity to make further submissions on the Otatara Plan Change is now open. Further submissions will close at 5pm on Monday, August 29.

This was publicly notified on Saturday, July 17, 2010 in accordance with the provisions of the First Schedule of the Resource Management Act 1991. The initial submission period closed on August 16, 2010. Council received 80 submissions

On reviewing the submissions received, Council commissioned a landscape study of the area identified as outstanding natural features and landscapes. The report has refined the area of landscapes that meet the criteria under Section 6 of the Resource Management Act 1991 and provides recommendations in respect of methods that could be implemented in respect of development on the sand dunes.

Council is required to summarise the submissions lodged, publicly notify the availability of the summary and provide an opportunity for certain people to comment on, support or oppose the submissions lodged. We refer to this second round of submissions as “further submissions”. (To ease downloading, the Landscape Report has been divided into two parts:)

Making further submissions:
The period for lodging Further Submissions closes on Monday, August 29, 2011.

Only the following persons may make a further submission:

(a) Any person representing a relevant aspect of the public interest;

(b) Any person that has an interest in the proposal greater than the interest that the general public has;

(c) The local authority itself.

Further submissions can be made only in support or opposition to submissions already made on Plan Change 9 to the Invercargill City District Plan. New points cannot be raised at this stage, but the support or opposition may be justified with additional information.

The Resource Management Act 1991 requires that a copy of any further submission be sent to the person who lodged the original submission that is being commented on, supported or opposed within five working days after lodging the Further Submission with the Council.
