Soil Resource
The purpose of Plan Change 4 is to amend Rule 4.24 to list the circumstances when fill or recontouring of land is allowed, and require resource consent approval otherwise. This Plan Change also sees the subsequent amendment of Policy 3.7.2(C).

District Plan Change 5 North Road Sewage Reticulation Area
To protect public health by requiring most new activities within the North Road Sewage Retculation Area (NRSRA) to connect to the proposed sewer line and to ensure that the design capacity of the proposed sewer line is not exceeded. This includes identifying the extent of the NRSRA on the District Plan Planning Maps; Managing within the NRSRA, subdivision and activities that require disposal of sewage or trade waste; Excluding any connections to the proposed sewer line from land and activities located outside of the NRSRA.

Relocated Buildings
The purpose of this plan change was to ensure that the relocation of dwellings was completed to a reasonable standard and in a reasonable time. The main implications of the decisions on this Plan Change are: It is now a permitted activity to relocate a dwelling, so long as:
- The applicant provides a building inspection report with the building consent application identifying all reinstatement work required to the exterior of the building;
- The building is to be placed on permanent foundations within 90 days of being delivered to the site; and
- All work required to reinstate the exterior of the building is to be completed within 12 months of the building being delivered to the site.
If these performance standards are not going to be met, then the activity is a restricted discretionary activity, therefore requiring resource consent. The Plan Change is now operative, as of September 22, 2008, and the District Plan is amended to reflect the decision.
