Proposed Housing and Code of Practice Plan Change
Pursuant to Clause 10 and 11 of the First Schedule to the Resource Management Act 1991, the Invercargill City Council (the Council) gives public notice it has made its decisions on the provisions and matters raised in submissions and further submissions on the Proposed Housing and Code of Practice Plan Change (Plan Change 2) to the Invercargill City District Plan.
The Invercargill City District Plan is amended in accordance with the Council’s decision publicly notified on 13 July 2026. The decisions were made by an Independent Hearing Panel under delegated authority.
Notice of the decision has been served on all persons who made a submission and/or further submission.

Any person who made a submission and/or further submission may appeal the Council's decision to the Environment Court. Any appeal to the Environment Court must be in the prescribed form and lodged with the Environment Court within 30 working days of service of the notice of decision. The appeal period closes on 24 August 2026 A copy of the appeal must be served on the Council planning@icc.govt.nz
