Alcohol licence application forms
Use the forms on this page to apply for or renew an alcohol licence or manager's certificate.
Depending on the nature of your business, you may want more than one type of licence – for example, a bar could have an on-licence and an off-licence.
Managers
When you apply to the Council for a Manager’s Certificate you need to provide evidence that you hold the prescribed qualification as set by the Sale and Supply of Alcohol Regulations 2013, Section 23. To achieve this, you are required to attend a course of training to obtain your Licence Controller’s Qualification which is regulated by the Hospitality Standards Institute. You must gain the Unit Standards 4646 and 16705. Unit 4646 requires you to demonstrate knowledge of the Act, and 16705 your knowledge of host responsibility as a manager.
When you renew your Manager’s Certificate, if you obtained your LCQ before 18 December 2013 and you do not have a Licence Controller Qualification Bridging Test, you will need to sit the LCQ again.
Special licence
Apply online
You are now able to lodge your application for a Managers Certificate, Temporary On-Licence or Temporary Off Licence online using the ICC Online services portal.
- Visit the ICC Online services portal and log into your account. If you don't have any account, you can register for one. Please note: an account is required to lodge resource consents.
- Select Licensing > New Licence.
- Under 'Liquor Licensing', select the type of licence you want to apply for, and select Next.
- Complete the required fields for your selected application, and when ready, Submit.
