MPI Food Business Levy

The Ministry of Primary Industries (MPI) had introduced a Food Business Levy for registered food businesses under the Food Act 2014.

The Food Business Levy comes into effect from 1 July 2025 and will be charged per site for businesses operating under a Food Control Plan (FCP) or per registered business for those which operate under a National Programme.

This levy will pay for additional support from MPI including:

  • additional education and support for businesses to meet food safety requirements
  • increased monitoring to ensure the food system is working well for all New Zealanders, together with assisting businesses to proactively identify and manage any systemic issues
  • enabling a fair, consistent and risk-appropriate level of verification, registry, and enforcement services for businesses
  • coordinated national campaigns to tackle systemic compliance issues
  • more effective, efficient and up-to-date rules and standards, developed with business input and tailored to specific needs.

What does this mean to me?

  • Registered Food Business operating under either National Programmes or Food Control Plans need to pay annual Food Business Levy charges.
  • As your Registration Authority, Invercargill City Council is responsible for collecting your Food Business Levy on behalf of MPI.

What can I expect to happen next?

  • You shall receive an invoice from Invercargill City Council in July 2025, if you are an existing registered Food Business.
  • Payment will be due in August 2025.
  • If you are a newly registered Food Business after 1 July, you will be charged at time of registration.
  • Once paid your Food Business is covered from 1 July 2025 to 30 June 2026.

What else should I know?

  • Invercargill City Council will recover a small administration cost of $11.00 (plus GST) per invoice issued.
  • These charges are additional to the food registration renewal for your Food business.
  • The full Food Business Levy will be phased in over three years from 1st July 2025:
    • from 1 July 2025 to 30 June 2026 – $57.50 (plus GST)
    • from 1 July 2026 to 30 June 2027– $86.25 (plus GST)
    • from 1 July 2027 – $115.00 (plus GST) per year.
