Water Services Delivery Plan
Changes to water services delivery throughout Aotearoa New Zealand have been introduced by the Government, to ensure Three Waters services across the motu are financially sustainable and effectively managed into the future.
Three Waters services include drinking water, wastewater, and stormwater.
All local authorities were required to submit their proposals to manage Three Waters service delivery in their communities to the Department of Internal Affairs for approval.
Invercargill City Council’s proposal – to establish a Council Operated Enhanced Service – was approved by the Department of Internal Affairs in 2025. Endorsement of Council’s proposal from the DIA backs our plans as being practical and fit-for-purpose.
Council’s proposal was also endorsed by our community, with 75 percent of submitters during a consultation process earlier the same year backing the move to retain these services in-house.
Our proposal will ensure an effective, resilient, and fiscally-sound service that balances practicality with local decision-making.
From 1 July, 2027, Council will deliver its drinking water, wastewater and stormwater services under the new framework.
