Water Services Information Disclosures

These disclosures are required under the Water Services Information Disclosure Determination 2026 made by the Commerce Commission in accordance with section 52P of the Commerce Act 1986.

The disclosures provided below to satisfy these requirements relate to Council's regulated water supply and wastewater services. The current Information Disclosure regime applies to water supply and wastewater services and does not currently extend to stormwater services.

Dividends policy

Invercargill City Council does not have shareholders or shareholder equity and therefore does not have a dividend policy. As a territorial authority constituted under the Local Government Act 2002, the Council does not distribute profits or dividends.

Policy for Funding Growth

The Policy outlines how Invercargill City Council (Council) as a regulated supplier of water services will charge for new connections to the water, sewerage and stormwater network within the Invercargill District and how it will fund growth.

This Policy applies only to funding for growth (new connections and water, stormwater and sewerage network extensions) within the Invercargill District area. It does not cover how maintenance, renewals and water services are funded, except to the extent that projects that contribute to growth may also require renewals or improvement to levels of service.

Water Services Charges and IFF Levies disclosures

Information relating to charges for regulated water services and Infrastructure Funding and Financing (IFF) levies is disclosed in accordance with clauses 4.9 and 4.10 of the Water Services Information Disclosure Determination 2026.

Council does not impose Infrastructure Funding and Financing (IFF) levies under the Infrastructure Funding and Financing Act 2020. Accordingly, no IFF levy information is required to be disclosed for the reporting period.
