Specified systems

What is a specified system?

Specified systems are crucial to the safety and health of a building and those who use it.

Specified systems require ongoing inspection and maintenance by an independently qualified person (IQP) to ensure they function as required. It is the responsibility of the building owner to ensure the systems are inspected and maintained according to the compliance schedule.

Find an Independent Qualified Person (IQP)

All registered South Island IQP’s are registered on the South Island Independent Qualified Person register which is administered by Timaru District Council.

Applications to be on the IQP register must be made to Timaru District Council.

Being a qualified IQP allows the IQPS to issue Certificates of Compliance for their area of specified systems for building owners, i.e. they can complete form 12a’s for a Building Warrant of Fitness.

Performance Standards

Identifies what standard the system is to meet in order to meet the requirements of the New Zealand Building Code.

These may be a specific approved standard, an acceptable solution or specifically designed for the feature or system in question.

Inspections, Maintenance and Reporting

Each specified system has inspection and maintenance procedures to ensure the system is performing, and continues to perform, to the performance standards set out for that specified system.

Reporting procedures determine what records of the above are to be kept on the premises.

The inspection, maintenance, and reporting procedures need to be relevant to the performance standard, and therefore the way the system was designed, to ensure the specified system continues to perform in the way it was intended.

Location

Location of the specified system, within or attached to the building. This must be shown on an appropriate plan.

Application and issuing of the Building Consent

Performance Standards must be consistent across all documentation, e.g., the plans and specifications must reflect the Fire Report.

You will need to specify on the Form 2 Application one of the following for each system

  • Existing Specified System
  • New – Added to existing Compliance Schedule
  • Altered Only – No change to existing Compliance Schedule details
  • Changed – Compliance Schedule details require amendment
  • New – New Compliance Schedule being created
  • Removed – Existing Specified System being remove

Once the application has been formally received it will be sent to our processing team for a technical review. Any further information requests will be sent via the Objective Build portal.

Specified Systems and Performance Standards will be listed on the Building Consent (Form 5).

What if the Performance Standard changes after the Building Consent has been issued?

If there are any changes to the Performance Standards an Amendment application will be required. It is recommended to submit these amendments as soon as possible to avoid any delays in CCC issue.

What if Inspections, Maintenance or Reporting changes after the Building Consent has been issued?

If there are any changes to the Inspections, Maintenance or Reporting a Minor Variation will be required. It is recommended to submit the MV application as soon as possible to avoid any delays in CCC issue.

Further documentation required prior to CCC issue

As per the required CCC documentation that will be listed on the Building Consent (Form 5) and also listed on the documents tab in Objective Build, you will be required to submit a completed B525 Specified System Information Sheet for each system.

Please merge these as one document to upload via Objective Build.

Non-Electronic Applications

If you are unable to submit your building consent application electronically via Objective Build, you will need to provide a Specified System form for each system being added, modified or removed as part of your supporting documentation.
