Register a new dog
- Visit the ICC Online services portal and Sign in to your account.
- Click Animals > New animal
- Select whether your new dog has been de-sexed, then click Next
- Search for and select your address
- Click the add details button, and then enter your details as the owner of the dog, click Next
- Enter your new dog's name and details including colour, breed, gender, date of birth, and your (owner's) date of birth
- Attach relevant certificates for your new dog
- Enter your payee details, and then click Add to cart
- When you are ready click Proceed to Checkout to finalise your payment and submit your registration

Renew your annual dog registration
- Visit the ICC Online services portal and Sign in to your account.
- Click Payments > New payments
- Select Dogs under Animal Registration (Renewals ONLY), then click Next
- Enter your Dog Reference number - you can find this on your dog registration renewal letter, then click Next
- Complete the rest of the fields, and then Add to cart
- When you are ready click Proceed to Checkout to finalise your payment and submit your re-registration

Update your dog registration details
- Visit the ICC Online services portal and Sign in to your account.
- Click Customer Service > New Request
- Select Dog Services, then click Next
- Select Dog Registration Changes, then click Next
- Search for and select your address
- Enter the relevant change details for your dog, then click Next
- Confirm the details of your request before Submitting
Pay an impoundment fee
- Visit the ICC Online services portal and Sign in to your account.
- Click Payments > New payments
- Select Impoundments under Animal Impoundments, then click Next
- Enter your Impoundment Reference Number, then click Next
- When you are ready click Proceed to Checkout to finalise your payment.

Invercargill’s Next Top Pooch – Terms and Conditions
- The promoter of this competition is Invercargill City Council.
- The competition opens when the Facebook post is published and closes at 11.59pm on Tuesday 30 June 2026.
- To enter, comment on the competition post with a photo of your dog.
- One entry per dog. Multiple dogs from the same household may be entered separately.
- To be eligible to win, the dog shown in the winning entry must be registered with Invercargill City Council for the 2026/27 dog registration period by 11.59pm on Tuesday 30 Juned.
- The winner will receive a $100 doggy gift basket and have their 2026/27 dog registration fee refunded.
- The registration fee refund applies to the winning dog only. If the winning dog has not been registered for the 2026/27 period, the entrant will not be eligible to receive the prize and a new winner may be drawn.
- The winner will be selected at random after the competition closes.
- Invercargill City Council will contact the winner by replying to their comment or direct messaging them from the official Invercargill City Council Facebook page.
- The winner must respond within five working days. If no response is received, Invercargill City Council may redraw the prize.
- The prize is not transferable or exchangeable for cash, except for the dog registration fee refund component.
- By entering, entrants confirm they own the dog shown in the photo or have permission from the dog’s owner to submit the photo.
- By entering, entrants give Invercargill City Council permission to use their submitted dog photo, dog name and/or entry comment for promotional purposes relating to the dog registration campaign.
- Invercargill City Council reserves the right to remove any entry that is offensive, inappropriate, misleading or does not meet the entry requirements.
- Invercargill City Council employees directly involved in organising or administering this competition are not eligible to enter.

📑 Dog registration
Council determines fees and charges relating to dogs including registration, dog control infringements and pound fees. Penalties for not registering your dog range from an infringement to prosecution – or even seizure of the dog.

Application
Dog registration application forms are available from the Council’s Invercargill and Bluff Offices, or you can contact the Customer Services Department to arrange for an application form to be sent to you. A completed application, with the total registration payment, must be taken into the Council by the person applying to be the registered dog owner.
Council staff will process your application and, if successful, the dog owner will be issued with a dog licence and a dog registration tag (with a unique identification number). The tag should be secured on to the dog’s collar as soon as practicable. Once your dog has been registered, the Council will invoice you annually for the renewal of the dog licence, which must be paid by the due date.
Change of details, ownership or circumstances
It is the dog owner’s responsibility to notify the Council of any changes to ownership details, for example name, contact phone numbers, change of address etc. Up-to-date information helps the Council’s Animal Control Department in reuniting lost or stray dogs with their owners, to notify owners if a dog has been found injured or dead, to remind owners when dog registration is due, etc.
ALL dog owners must apply for a dog registration if they have an existing unregistered dog or if they get a new dog. Dog owners must be 16 years or older to legally own a dog. Dogs must also be registered before they reach three months of age and/or if you have had a dog in your possession for more than three days.
Registration fees and categories
- Working dogs
A working dog is defined as being kept solely or principally for the purposes of herding or driving stock. - Disability assist dogs and service dogs
It is the Council’s practice not to charge a fee for “seeing eye” dogs, “hearing” dogs and other guide and companion animals. To qualify, such dogs must be certified with the appropriate authority or organisation, for example the Guide Dog Foundation. Service dogs include Customs and Police dogs, search and rescue dogs and any other category of dog that the Council may deem appropriate for this status.
